Noob Question about AIR-Debuff

HellsParasite VG AIR 50%Reduction...
I thought (years ago) that I saw a target specific debuff will apply no matter what when there is a single target.. i.e. in PvE Boss/MiniBoss/Beast settings where you fight a single foe... I swore I saw Position specific buffs apply to it regardless of the position.. like VG, Asltr and Support specific debuffs all affect the target when there is a single target i.e. BEAST... so if Hells parasites VG -50%air would that target the beast?

that skill will kill it so no way to tell

well I know dmg rate is a multiplier for overall atk damage done.. but when I reduced my whole teams Damage rate by 30% .. I went from doing around 7.5% per atk to about 3.5% so I thought hell maybe there be AIR in that beast... so -Def > -Air? against beast?
